The Judicial & Institutional Services (J&IS)
Is an independent foundation responsible for probation & parole and family guardianship services on Sint Maarten.
The Organization
Is managed by the Director, who oversees daily operations and reports directly to the Board. The majority of staff members are Probation/Parole Officers and Family Guardians, supported by an administrative team.
Our mission is to support a safe, stable, and peaceful society by guiding suspects and offenders, protecting children, supporting families, and preventing new victims.
J&IS is subsidized by the Ministry of Justice of Sint Maarten. The Ministry provides the structural funding needed to deliver probation & parole, family guardianship, foster care, and youth residential services. In addition to government funding, J&IS receives temporary project funding from approved donors when needed to improve or expand services.

Our Mission
To support a safe, stable, and peaceful society by guiding suspects and offenders, protecting children, supporting families, preventing new victims, and strengthening communities through professional and restorative interventions.
Adult Probation & Parole Services
J&IS provides probation services for adults who come into contact with the criminal justice system. Our Probation Officers supervise clients under judicial orders or parole conditions, offer guidance to reduce the risk of reoffending, and support behavior change to protect potential victims. Probation Officers work closely with the government agencies, treatment facilities, behavioral specialists, child protection services, schools, health, labor and social services, civil society organizations, and other justice partners to support clients in rebuilding their lives and strengthening their skills.
Family Guardianship Services
J&IS also plays a critical role in protecting children who are at risk. Our Family Guardianship team guides families under court-ordered supervision and ensures that children grow up in safe and stable environments. Family Guardians work directly with parents, extended family members, foster parents, schools, social services, behavioral and treatment support specialists, and the courts to reduce threats to a child’s development and restore safety within the home.
Foster Care Services
Through the Foster Families Central, J&IS recruits, trains, and supports foster parents who open their homes to children who cannot live safely with their biological families. We raise public awareness about the need for foster families, provide guidance to foster parents, coordinate placements, and work closely with all parties involved to ensure each child receives stability, care, and support. Our goal is to help every child grow up in a safe, nurturing family environment.
Youth Residential Care Services
J&IS also operates a Youth Residential Home for children who need a safe and structured place to live when foster care or family placement is not possible. The Residential Home offers daily guidance, supervision, and support from trained staff to help each child build stability, routine, and resilience.
