Stichting Justitiële Inrichtingen Bovenwinden (SJIB) was established on July 4, 2004, to provide Probation & Parole and Family Guardianship services for the Windward Islands of Sint Maarten, Saba, and Sint Eustatius.
The foundation became operational in August 2004 from its headquarters on Sint Maarten. Following the constitutional reform of the former Netherlands Antilles on October 10, 2010, SJIB’s mandate was limited to Sint Maarten. Despite this change, the organization continued to collaborate with justice and care partners throughout the Dutch Caribbean through professional training, knowledge exchange, and regional cooperation. During this period, the organization continued its operations under the name Stichting Justitiële Inrichtingen Sint Maarten (SJIS).
On June 26, 2024, SJIS was rebranded as the Judicial & Institutional Services Foundation (J&IS). The new name reflects the organization’s expanded role within the justice and child protection sector and provides the flexibility to continue growing and responding to the evolving needs of Sint Maarten.
Over the years, Judicial and Institutional Services (J&IS) has grown from a small team into a strong and established organization, continuously expanding its services, operational capacity, and professional expertise to better serve the community of St. Maarten.
A significant milestone was achieved in August 2009 with the establishment of the Foster Families Central, further strengthening support systems for children and families. This growth continued in June 2022 with the opening of a Residential Home for Youth, providing a safe and supportive environment for young people in need. Through the development of new projects, programs, and initiatives, the organization broadened its range of services and reinforced its role within both the community and the justice system.
On June 26, 2024, the organization embarked on a comprehensive rebranding journey, officially adopting the name Judicial and Institutional Services (J&IS). This transition was accompanied by a series of reforms designed to strengthen probation and family guardianship services across St. Maarten.
